Investment Thesis
Malta Venture Capital (MVC), legally Malta Government Venture Capital Ltd, is a government-backed equity fund launched in 2024 and managed from Tigne Point, Sliema, under the auspices of Malta Government Investments. It manages a EUR 10 million pool and invests in start-ups in the digital economy and other innovative sectors that diversify Malta's economy, support sustainable development and create quality employment. It is a co-investor, not a lead: it invests alongside private investors on an equal basis.
Stage Focus
Pre-seed and seed. The fund exists to bridge start-ups that have outgrown self-funding and grants but have not yet reached institutional rounds. It targets companies that already have private third-party investors.
Check Size and Mechanics
Each start-up can receive up to EUR 500,000 in equity, matched pari passu with private investors, who can be Maltese or foreign if they pass due diligence. EU-Startups lists a typical range of EUR 100K to EUR 1.5M, but the stated per-company cap is EUR 500K. At the cap the fund can back roughly 20 companies, and discussions about topping up the fund were reported in 2025/26. Applications go through due diligence and proposal review, then to the MVC Board, which approves, rejects or asks for more information.
The Malta Nexus Requirement
Eligible companies need an economic nexus to Malta. The definition is broad: employment, research potential, registering the company or a subsidiary in Malta, or renting office space can all qualify. This matters for foreign founders, who can raise from MVC if they open a Maltese entity or hub, as Notey did when it announced a Malta base for its European operations.
Lead Tendency
Follows or co-leads. MVC takes no board seat and shadows the lead private investor, with a hands-off approach plus advice and contacts. It was named co-lead of Notey's seed round alongside Tivoli Ventures, but its model is to match a private lead.
Sectors
MVC names around 27 innovative industries, including video game development, fintech, e-sports, life sciences, pharma, medical devices, green energy, agritech, AI, blockchain, communications, electronics, software, film, blue-water industries and digital technology. Traditional sectors such as real estate are excluded because they already have access to finance.
Recent Activity
- Notey, a music-learning games company, closed a USD 3M seed led by Tivoli Ventures and co-led by MVC, with a USD 1M Malta Enterprise grant (reported Sept/Oct 2026).
- ChipMango, an educational software company: PitchBook lists MVC's latest investment on 2026-09-01.
- Bracket, a London fintech doing AI-enabled FX and treasury, closed a USD 7M seed led by Macquarie and Blackfinch Ventures with MVC participating (reported Feb 2026).
- Garland Surgical, a University of Malta medtech spinout, closed a seed round of about EUR 3.5M, including about EUR 2.1M equity financing. Press coverage lists MVC as a PitchBook-recorded investor.

By mid-2025 MVC had helped five companies and assembled a network of 30 accredited co-investors.

Decision Process
Institutional. Applications need a committed private investor, pass legal and financial due diligence, and go to the MVC Board for approval. Team quality and market fit are weighted heavily. Investments are held for five to seven years.
Founder Preferences
Founders with a credible private lead investor, a real tie to Malta, and a team and business plan that can be diligenced. Warm introductions are not required; applications run through the fund's checklist and form.
Geographic Focus
Malta first, but companies from the UK (Bracket), the US (Notey) and elsewhere qualify if they establish a Maltese nexus. Malta Enterprise grants often sit alongside MVC equity.
Ecosystem Links
Consortium partners include Silicon Catalyst EU, the University of Malta, MCAST and the Malta Digital Innovation Authority. MVC works with Malta Enterprise, PEVCA Malta and FinanceMalta, and is planning investor-start-up matchmaking for 2026/27.
