Likely refers to the Biorenewable Deployment Consortium (BDC), a member-based organization that helps accelerate deployment of commercially viable biorenewable facilities and processes, particularly for the forest products industry. It provides industry education, policy and technology information, and partnership-brokering services. Search results also include an unrelated NIH biomedical data ecosystem called BioData Catalyst, so identification is somewhat uncertain.
