Investment Thesis
NC Tweener Fund, Powered by NC IDEA, runs an index-style investment strategy rather than a traditional high-conviction venture model. Founded by serial entrepreneurs Scot Wingo and Robbie Allen, the fund invests small checks across a broad, curated basket of North Carolina technology companies drawn from the "Tweener List" -- a list Wingo started in 2015 to track NC companies with $1M+ ARR or 10+ employees that have cleared product-market fit and are positioned to scale ("Tweeners"). The fund also backs a smaller number of faster-growing, mostly AI-driven early-stage companies ("Pre-Tweeners"). The core bet is that a diversified basket of pre-vetted, momentum-stage NC companies produces a materially lower failure rate than a typical concentrated early-stage venture portfolio, while still capturing a large share of the region's best outcomes.
Stage Focus
The fund spans Pre-Tweener (early seed, mostly AI) and Tweener (post-PMF, scaling) companies. It is stage-agnostic by design -- selection is driven by the Tweener List criteria and momentum signals rather than round type, and the fund invests alongside a lead investor rather than setting terms itself.
Check Size
Lifetime average check size is about $49K (2022-2025), with 2025 checks averaging $53.6K. Checks are intentionally small and numerous (10-15 per quarter, 40-60 per year) to maximize the number of portfolio positions rather than ownership in any one company.
Lead Tendency
The fund never leads. It invests alongside existing lead investors at pre-negotiated terms, takes no board seats or observer slots, and never renegotiates round terms -- a deliberately founder-friendly, passive posture.
Recent Activity
In February 2026 the fund executed a Strategic Investor Relationship Agreement with the NC IDEA Foundation, which committed $4M over five years as anchor LP. This expanded the fund's mandate from the Raleigh-Durham-Chapel Hill "Triangle" region to all of North Carolina and prompted the rebrand from "Triangle Tweener Fund" to "NC Tweener Fund, Powered by NC IDEA." In April 2026 the fund announced its first statewide round: $700K across 14 companies (7 new positions, 7 follow-ons), including Charlotte, Winston-Salem, Cary, and Wilmington-area startups. As of Q4 2025 the fund reports 228 lifetime investments into 164 unique companies, $11.2M+ deployed, and roughly 205 LPs. The fund is actively deploying.

Currently CEO of ReFiBuy (agentic commerce, raised a $13.6M seed).

Decision Process
Two co-General Partners (Wingo and Allen) direct investment decisions using an established decision matrix tied to Tweener List membership; NC IDEA has no influence on individual investment decisions despite its LP/carry stake.
Founder Preferences
The fund backs NC-headquartered technology companies that have already cleared early product-market-fit risk (Tweeners) or fast-growing, mostly AI-native early teams (Pre-Tweeners). It explicitly does not compete for allocation or negotiate terms -- it is built to be an easy "yes" for founders who already have a lead investor.
Geographic Focus
Exclusively North Carolina, historically concentrated in the Raleigh-Durham-Chapel Hill Triangle (52% of NC's tracked 2020-2025 early-stage deal volume) with expanding allocation to Charlotte (22%), the Mountain region (9%), the Coast (7%), and the Triad (6%) following the February 2026 statewide expansion.
Structure
The fund operates as an AngelList Rolling Fund with quarterly capital calls, a $30,000 minimum initial commitment ($7,500/quarter over 4 quarters), a 1% annual management fee (first 10 years), and 20% carried interest. Sponsors include NC IDEA Foundation (Platinum), Balentine, EisnerAmper, and Robinson Bradshaw (Gold), and Automated Consulting Group and Bank of America (Silver).
