Oxford Technology Management Research
Investment Thesis
Oxford Technology Management (OTM) has invested in science and technology startups since 1983, when Managing Director Lucius Cary raised his first seed fund. The firm backs "proper" start-ups built on genuinely novel science or technology, often spin-outs from Oxford University and the wider Golden Triangle. Its stated edge is that the team are scientists who focus on the science, review a large deal flow (about 5 selected per 1,000 reviewed each year) and get actively involved with founders early to help set the business model and pricing. The only portfolio constraint is that each company must incorporate novel science or technology, which lets it disrupt existing sectors or create new ones.
Fund Structure and Vehicles
OTM is a UK fund manager that raises money from private investors through tax-advantaged schemes, not a conventional institutional LP-backed fund. It manages two products. The flagship Oxford Technology Combined SEIS and EIS Fund, OT(S)EIS, spreads a subscription over three tax years into about 8 startups: a third goes into SEIS companies in year one, with EIS follow-on funding for high performers in years two and three. The Knowledge-Intensive EIS Fund puts capital into 5 selected EIS companies already in the portfolio, at higher valuations and a lower risk and return profile. Minimum subscription is £15k. OTM also runs WOTAN, the Wider Oxford Technology Angel Network (a no-cost angel network launched in Q1 2024 with more than 300 registered members), which gets monthly pitches from portfolio companies seeking follow-on EIS money. Earlier vehicles include an Enterprise Capital Fund and VCT-era funds.
Stage Focus
Pre-seed and seed through early follow-on. SEIS capital goes into the first round and EIS capital into follow-ons. Companies must be SEIS or EIS eligible, which means very early and small by UK definitions.
Check Size
Typically up to £150k of seed funding into SEIS companies and up to £300k of EIS follow-on. Third-party profiles cite a range of £50k to £500k per company. OTM says it has made over 250 investments into 73 companies since 2012, with 60 still held.
Lead Tendency
Small checks and frequent syndication with angels, WOTAN members and co-investors suggest the firm often participates alongside others, but it positions itself as an active early partner. Lead tendency is recorded as unknown on the evidence found.
Recent Activity
The portfolio page lists new investments since Q2 2026 in Pi-Seal (aero-engine sealing), BeyondFence (fenceless robot automation), an electrochemical biosensor company, Neurolase (surgical molecular feedback), RELLEN (behavioural-intelligence computer vision) and Navyra (AI inference efficiency). CB Insights dates the RELLEN seed round to July 2026. The firm holds monthly investor presentations on the first Thursday of each month; RCL and MyCelsius pitched for follow-on EIS money on 1 October. Quarterly reports for OT(S)EIS continue, with Q1 2026 published.
Portfolio Highlights
The existing portfolio is heavy in life sciences and medtech (Veirulence, Curileum, Digistain, Genevation, Lucida Medical, Connexin, MitoRx, Oxford Nanoimaging), with deep tech and hardware (Refeyn, RCL, Nikalyte, Flarebright, Metal Powder and Process), AI and software (digiLab, Machine Discovery, Covatic, Darkbeam) and energy and materials (SurreyH2, ENV Energy). Notable outcomes cited include Animal Dynamics, where SEIS shareholders secured a 14x after-tax return, and a 2014/15 tax-year cohort showing a total return multiple of almost 6x. Refeyn and Covatic appear as partial exits.

Decision Process
Small partnership with Lucius Cary leading the investment committee. Deal flow is screened heavily and chosen carefully, then followed by hands-on involvement. A warm introduction is not required: companies can email [email protected], though the site asks founders to check the portfolio and SEIS eligibility first.
Founder Preferences
Scientific and technical founders, often academic spin-outs, with novel IP and a credible path to commercialisation. Based in or near Oxford where possible so the UK team can help in the early years. Companies must be SEIS or EIS eligible.
Geographic Focus
Primarily the UK, with a concentration in and around Oxford and the Golden Triangle. A US adviser helps portfolio companies enter the US market. The office is at Norman House, Henley on Thames.
Gaps
Fund size and AUM are not published on the site. Per-company stage and investment dates are mostly absent. Lead versus follow behaviour is not stated.
