Quorum Capital Partners Research
Investment Thesis
Quorum Capital Partners is an early-stage venture firm built on the principle of "uncovering potential through collective conviction." Founded formally in 2025 by Greg Howa, EJ Merkert, and Michael Raevsky, the firm institutionalized a model they had been honing since 2021 through their angel syndicate, CIC Angels.
The core thesis is structural: traditional VC concentrates decision-making in the hands of one or a few individuals, relying heavily on individual judgment and luck. Quorum instead engineers a system for selecting early-stage startups that leverages the discernment of domain experts. For every deal, the firm assembles a "quorum" — a multidimensional panel of Specialist Limited Partners (SLPs) who are domain experts in the startup's area — to serve as the deal team.
This model gives Quorum generalist elasticity (they can invest across many domains) while achieving specialist-level conviction (because each deal is evaluated by people who actually know the space). Critically, SLPs earn carried interest on deals they help source or evaluate, aligning incentives: specialists are guiding their own capital, not gambling for carry.
The firm's stated investment domains include: the future of small business, preventive health, private market democratization, energy innovation, hardware intelligence, and the modern pantry. They explicitly expect this domain list to evolve as new categories emerge — a feature, not a bug, of the SLP model.
Stage and Check Size
Quorum focuses on pre-seed and seed stages, with selective Series A participation. They invest before traction is obvious to other VCs — their SLP diligence process creates conviction ahead of conventional signals. The firm requires founders to demonstrate "honest vulnerability and persistence" through a thorough diligence process with a quorum of experts.
Check size is not publicly disclosed, though as an emerging fund that grew from an angel syndicate (21+ deals from 2021–2025 before launching the formal fund), deal sizes are likely in the $100K–$750K range at pre-seed, potentially larger at seed as the formal fund deploys capital.
Decision Process
Quorum's investment process is distinctive and closer to an investment committee than a standard GP partnership. Each deal involves:
- Sourcing (warm intro required)
- Founder diligence conversations emphasizing vulnerability and transparency
- Convening a domain-specific quorum of SLPs with relevant expertise
- Building consensus among that quorum
The firm explicitly states: "When founders earn our trust, Quorum will invest before traction is obvious." This implies a high conviction, high-touch process. Decisions are partnership-level among the three GPs with material SLP input.
