Scaleup Europe Fund Research
Investment Thesis
Scaleup Europe Fund is a EUR 5 billion growth-capital initiative founded by the European Commission in partnership with a coalition of major institutional investors, and managed by Swedish private markets firm EQT. It is described by its backers as the largest initiative of its kind ever mobilised in Europe. The fund's stated purpose is to close Europe's late-stage capital gap by combining large-scale growth capital with ecosystem support to help Europe's most promising technology companies scale into global leaders rather than being acquired or relocating capital-raising abroad. EQT was selected to lead the fund in May 2026 through a competitive process that included 27 eligible fund managers, with the final round narrowing to EQT and Atomico (Eurazeo, Northzone, and Citruvian Partners were shortlisted earlier).
Sector Focus
The fund's strategic investment focus spans deep tech and strategically important industries:
- AI applications and deep/frontier AI
- Quantum computing
- Robotics and advanced industrial systems
- Clean energy
- Space technology and dual-use technologies
- Biotech and medical innovation
This is a much broader, deep-tech-and-industrial mandate than a typical software-only growth fund, reflecting the EU's strategic-autonomy and sovereign-technology priorities behind the fund's creation.
Stage Focus
Scaleup Europe Fund invests from Series B through pre-IPO, targeting privately-owned European technology companies at their most capital-intensive scaling stage, across the EU and associated countries. It does not do seed or early Series A investing; its role is explicitly to fill Europe's growth-stage/late-stage funding gap.
Check Size
Exact check-size bands have not been publicly disclosed. The fund's first disclosed investment, however, was a co-lead position in ICEYE's EUR 1 billion Series F round (EUR 450 million of primary proceeds), signalling a willingness to write very large growth-stage checks consistent with a EUR 5 billion (with a potential EUR 6-7 billion hard cap) fund size.
Lead Tendency
Based on the fund's first investment, Scaleup Europe Fund co-leads large rounds alongside other institutional investors rather than exclusively leading or purely following; more data points are needed to confirm this as a consistent pattern.
Recent Activity
- May 18, 2026: European Innovation Council selected EQT to lead the EUR 5 billion Scaleup Europe Fund.
- August 4, 2026: European Commission completed the legal steps to formally establish the fund; roughly half of the initial EUR 5 billion target had already been raised, with potential to close oversubscribed.
- August 5, 2026: Scaleup Europe Fund made its first investment, co-leading a EUR 1 billion Series F financing round in ICEYE (Finnish/European SAR satellite and sovereign intelligence-from-space company), at a valuation exceeding EUR 10 billion.
- The fund's manager (EQT) has indicated it plans to announce its next investment as early as the beginning of autumn 2026.
Portfolio Highlights
- ICEYE (iceye.com) — synthetic aperture radar (SAR) satellite constellation operator serving defense, intelligence, national security, maritime domain awareness, and commercial Earth-observation use cases. First and, as of this research, only disclosed Scaleup Europe Fund investment.
Team
- Per Franzén — CEO and Managing Partner at EQT, overseeing the firm's overall leadership of the Scaleup Europe Fund mandate.
- Ted Persson — Partner at EQT, proposed Co-Head of the Advisory Team for Scaleup Europe Fund.
- Victor Englesson — Partner at EQT, Co-Head of Scaleup Europe Fund; publicly quoted on the fund's first (ICEYE) investment.
- Christian Sinding — Institutional Partner at EQT, proposed Chair of the fund's Investment Committee.
Decision Process
The fund operates with a formal Investment Committee (chaired by Christian Sinding) supported by a dedicated Advisory Team (co-headed by Ted Persson and Victor Englesson), consistent with an institutional investment-committee decision process rather than a solo-GP or informal partnership model.
Founder Preferences
Public commentary from the fund and the European Commission emphasizes backing "ambitious European founders building globally competitive companies in strategically important technologies" — i.e., European-headquartered or European-rooted deep-tech founders with global ambitions, particularly in sectors tied to European strategic autonomy (defense/dual-use, space, energy, advanced industry, AI, biotech).
Geographic Focus
The fund invests across the European Union and associated countries, backed by a coalition of founding institutional investors including the European Commission, Novo Holdings, EIFO (Denmark's export and investment fund), CriteriaCaixa, Santander/Mouro Capital, Fondazione Compagnia San Paolo, Intesa Sanpaolo, Fondazione Cariplo, APG Asset Management (on behalf of Dutch pension fund ABP), and Allianz, with EQT also committing a significant amount of its own capital.
