Investment Thesis
Town Hall Ventures (THV) is a healthcare-focused venture firm founded in 2018 by Andy Slavitt (former CMS Administrator and Optum Group EVP) and David Whelan. Its stated mission is "using innovation to fix health inequities." THV backs founders building technology and service businesses that expand access to high-quality healthcare for historically underserved populations — Medicaid and dual-eligible seniors, rural communities, and populations facing disparities by zip code, race, ethnicity, gender identity, and socioeconomic status. The firm explicitly prioritizes team, business model, and mission over stage, and has increasingly emphasized AI-driven healthcare infrastructure as a wave it wants to fund.

Many GPs and advisors come directly from healthcare policy and operating backgrounds (CMS, Optum, health plans), so THV tends to favor founders building against real regulatory and reimbursement complexity rather than pure consumer-health plays.
